Goto [Start] > [Settings] > [System] > [Regional Settings] > [Time] and adjust the Time style: to h:mm:ss tt.

You don't explore your phone much, do you?  Cheesy

With a Registry Editor, goto HKLM\nls\overrides\STFmt and change its value to h:mm:ss tt

Wait 20 seconds and restart your device.

You need to press the small arrow next to the time options to see the other 2 settings, you will then be able to change your time to what you want.
